I think the argument is that the world is a cruel place where the weak are at the mercy of the strong (i.e. powerful/wealthy) and that anyone saying otherwise is just believing in or perpetuating a form of pretense. Number 1 is trying to prove that to 456 with the case of the homeless man on the street. It's social commentary that people have lost touch with their humanity in pursuit of money and other personal gains. However, clearly Number 1 is jaded enough that he fails to see the humanity that a few of the final players show towards each other and he doesn't really want to be convinced of anything other than what he believes. 456 refuses to accept that view even though he now has more money and power to do things he could never have dreamed of for himself. Instead, he wants to use his money and power, turn it against the people who perpetuate Number 1's system of belief...and save others who are also on the brink of despair so they can fight back and survive. Weaker people need to band together and rebel or people in power need to enforce change. For 456, he's had a taste of both being poor and now rich and decides to play his part in this...not just to change the system but also to be a better version of himself.
