think you miss why the girl could have her gear it is cuz she not a hero course she in the r&d course so class a/b are showing off there powers and skills the r&d are showing off what they can make/come up with

Yeah. Todoroki has both ice and fire abilities. They have mentioned it back in episode 8 when he was first introduced. Half hot/half cold. You can also tell with the two toned hair, different eye colors too. It's why Bakugo calls him half and half bastard lol
