When the council got word that a shipment of droids suddenly went missing, there were questions and worry. Under certain hands those droids could be modded to become weapons of mass destruction.

Senator Chuchi offered to take a few Jedi and go in search of the missing shipment, and boy did they find it. Aurra Sing turned out to be behind the attack and  she wasn't done with her plan yet. After disposing of the Jedi she took the senator to her prison and began to go to work

In horror Senator Chuchi saw what had been done with the droids. They had been turned into instruments of pure torture, and Aurra was not going to stop till everyone on her hit list would fall pray to them.
