There is a theory in the book reading community, the Hightowers rule over where the Maesters college is in Oldtown. Some think that since they are located there and supply them that they get information from all houses in the realm through the maestres like the Spider's network. In addition they can give "medicine" to anyone and not be questioned on the proper course of action. They potentially could be poisoning someone that is in the way.
