'Officially', anyone who turns-up to the Night's Watch can change their minds and leave if they make that decision before they've taken the vow. 'Realistically', most of them are at The Wall because they have no alternative, and to turn back means facing death (or a fate worse than that) even without a desertion charge on their heads. Also... 'The Wall' may appear to be a normal-ish glacier with some man-made bits stuck to it. It's not. The Entire Thing is Man Made...The Wall, The Glacier, WAS Man Made... thousands of years ago. You can guess why.

Little Finger was talking about Ned's wife Catlyn. She was originally supposed to marry Ned's brother Brandon. Little Finger challenged Brandon to a duel. Brandon won and sliced Little Finger straight up his torso leaving a nasty scar but he let him live upon Catlyn's request. Later, Brandon along with his and Ned's father were killed by the Mad King, Ares Targaryan. After that They made a new arrangement for Catlyn to marry Brandon's brother Ned.

Yea anyone forceably sent to the wall could opt to not say the vows then they would simply be sent back to wherever they were to face that punishment instead.

And during the 'sexposition', when he's 'teaching' the girls about how they can seduce their patrons... he's really talking about how HE is 'seducing' Ned into thinking the Stark's incorruptible purity will turn him honorable and make him trustworthy.
