Modern japanese schools were traditionally very military and retain a lot of that to this day. Although because Japan is an island nation, their military is more so a navy, hence why both genders wear very formal uniforms and the women's uniform is referred to as a "sailor suit" which is actually where Sailor Moon gets her name because when they transform they're wearing stylized versions of "sailor suit" school uniform attire. This military influence is also why you see the usage of armbands for students with some kind of rank, like student council. The more you know.

So if no one has mentioned it yet, the voice actor for Dimple is the same guy who voices Thorkell in Vinland Saga. His name's Akio Otsuka. He's an industry veteran and he's amazing. Easily one of my favorites.
