The following method will allow you to one-shot everything in timewalking mode. It is one of the strongest exploits I have published. 

1. Make a starter edition level 10(+) character and activate timewalking with Chromie in your faction capital (any xpac, I used wrath of the lich king)

2. Group a max-level character with the starter edition level 10+ character.  Activate party sync via the mini map.

3.  Take the max-level character somewhere where there is something interesting to kill. 

4. Take a character of the opposite faction on the same realm to the same location. Again, you can use a starter edition account if you only have one paid account. The two characters must be in the same timewalking phase and the same war mode phase (whether on or off). 

5. Begin combat. If you are not in war mode you will need to enable pvp on both characters. Use auto-attacks so as to avoid either character dying. 

6. Have your main max-level character leave group. They will now be stuck in combat with the other character and will remain in timewalking mode BUT they will now have the legacy damage buff. 

The max-level character will remain in this uber-powerful state until combat is dropped with the character of the opposite faction. 

This is a very powerful technique, you can for example do the following:

Kill any in-world mob instantly including very strong elites that would normally require a group to take down. This gives you an effectively *monopoly on many strong elites in timewalking mode. 

 Any player that taps (ie does any amount of damage however small to a npc mob) will receive full experience when the main player subsequently one-shots the mob. This can create very powerful leveling strategies.

 Loot. As with 2) the player has only to tap any npc mob and they can then receive full loot if the uber-powerful player subsequently kills them. 

 Mounts-for mount collectors this allows you to obtain some in-world mounts very quickly that are difficult or impossible to attain normally. 

* This appears to have been an overstatement on my part, many powerful rares are not up on tw mode. See discussion below.
