this is just my theory, but I'm thinking part of angela wanted to punish Bel and Winifred by removing the sophistication and grace they had turning Winifred into a beast while Bel is now a brutish cyclops/oni, while wanting to give Shelly a boost making her not only more confident but also having the grace and sophistication Winifred and Bel had.
