What program are these Region Icons designed to work with?

You can just import them to your favorite VTT (Roll 20, Foundry, etc.). Load your region map and add the icons on top as assets. Alternatively, you can load your region map on GIMP (free image editor) and import icons on top of it. They are in PNG format, so they have no background and with minor size corrections will fit perfectly.
