So to clear it up in case you didn’t hear it at the beginning but the reason why people and the police are hating on Batman is because it’s only his second year of being Batman. They don’t know how to feel about him yet until the end when he becomes a symbol for good

The effect he was talking about at the end is the riddler and his goons. They’re taking after him by wearing masks and going after criminals or corruption, but they’re doing it in a more dangerous and inhumane way than what Batman is. Notice the guy at the end saying “I’m vengeance” just like Batman did the whole movie. In fact he never once referred to himself as Batman. This is his second year donning the mask so he’s still figuring stuff out(Batmobile being a modified muscle car, gliding failure at the precinct, the fact that he was one step behind riddler the entire movie, etc). This is a Batman who is still getting his feet wet and so we can only hope that in the next movie he starts to learn from his mistakes and become even better. He’ll probably stop calling himself vengeance to start, but also start using Bruce Wayne(his true mask) more. We already could kind of see that throughout the movie as each time he went to the club he got better and better at getting in. First time he went as Batman, had to fight. Second time he went as Bruce and got mislead. Third time he gets in as Bruce and then turns into Batman and accomplishes his goal. Albeit still behind on anticipating the riddlers plan. The next movie should hopefully see more of his ability to gauge which persona he should be using to accomplish his goals AND stay ahead of the villain, hopefully. This is by far my favorite Batman movie even with a lot of the flaws that people bring up. To me a year two Batman can’t be the world’s greatest detective. But he’s certainly on his way and I’m excited for the future. I believe this is supposed to be a trilogy so we can only wait and see how he develops over time. Side note, the penguin is Collin Ferrell which you almost can’t even tell, and he’s got a penguin tv series that should be coming out sometime soon. Side side note, the guy at the end was the joker. Tho the director is not being clear on if he’s going to be in future Matt Reeves Batman movies(I know it’s confusing but this universe is standalone just like the dark knight trilogy). Seems like he wants to go different direction with the villains in his trilogy.
