Robot is a mechanical machine that could look like anything from a flying drone to a nanobot. Android is a machine that is designed to look human but is still a machine (like eighter, android 19 and 16) Gamma 1 and 2 as well as 17 18 and Gero are all cyborgs not androids because they are a mix of organic and cybernetic material which is what a cyborg is. The whole "Android" 17 and 18 was a dub thing that is incorrect and was just never corrected and now it would be strange if they just started calling them cyborgs so they stuck with the og names which are technically wrong. In the Japanese they are addressed as "cyborg 17 and 18".
