havent seen this yet so im not spoiling but why do i feel like the new captain america is the villain with the super strength that we saw

i mean tony gave the avengers the avengers compound so they had room and food provided by tony, and like sam said he had government contracts basically heroes like him and war machine are on call for anything the military needs done like the fight at the beginning of the episode and get payed for those jobs.
