I think something important to point out without spoilers, is that Kuvira seems suspicious and has done morally questionable things, but she definitely has done good things as well. Most of the Korra villains fall in this moral ambiguity and I think its really cool writing.

Hotel Auditor here, it depends. If its a single towel, we will take it as a loss and assume it was "misplaced" somewhere else in the building. If multiple towels are "misplaced" by the same person, then yes, we absolutely do charge.
