You missed the joke at the end. The reason Arthur didn't show up to the fight is because he got lost, and Shinra was laughing because they had to send people out to find him, which was embarrassing for Arthur. The scene at the end showing Arthur was just his own delusions. He's imagining he's on some grand adventure because he's too stupid to acknowledge that he's lost.
