Roku said if you die in the avatar state the avatar cycle is broken and they won’t reincarnate and aang was dead for a short amount of time but Katara used the spirit water to bring him back thus saving the avatar cycle.

Yeah Roku told him that when in the Avatar State, if you die, the Avatar ceases to exist and the cycle will be broken. And yes, he was dead. Lightning is supposed to be a 1 hit KO, especially if someone as powerful as Azula uses it.
