It is like how Jonny has described it. Remember Project Tsuki no Me is just another tsuchiyomi just made a lot bigger. Instead of it being used like Itachi uses it to torture sasuke to relive his parents death over and over, it is being used to instead do the opposite and create a dream world where each individual person is their own protagonist. well at least thats the theory.

I mean Itachi can use Tsukoyomi however he wants. In a book about Itachi he uses it to give his maybe lover, who was an Uchiha, an entire life to live out before he then killed her during the massacre.
