The number of tails directly represent the amount of Chakra the bijuu have. So yes it directly represent power. But the amount cant be said equal because Kyubi (9tail fox) can take on the other 8 bijuu combined. Also each of the bijuu might have their own strenght & weaknesses. Having special power that are not tied to direct fire power. So the tail represent how strong apart the bijuu are but the distribution of power are not equal.

The six tails arc is pretty cool I would highly recommend watching that after you finish shippuden same with itachi’s story and the crystal release kekkei genkai arc with the 3 tails
