the issue with jiraiya staying with them as kids, is that they were in the middle of the third great shinobi war, they wouldnt have been able to stay with them at the village, no one could have helped them at the village, they likely wouldnt be welcomed to the village either, since they're outsiders during a war, so the best thing to do is train them so that they can stay alive, and then go on to help again, on the frontlines, which he also couldnt take the kids with him to
