The people are not new refugees, its fall out from ships destroyed getting to the eye of Jupiter. And also the Galacticia is more full since having to absorb the Pegasus crew.

Thank you! I knew they had to come from somewhere, I guess I didn't recall ships getting destroyed in the eye of Jupiter, and the events of New Caprica seemed so long ago.
