I'm not very fond to rigorous guidelines and step by step methods as a way to construct characters, but tracing own made rules and guidelines over drawings (or photos) is fun and a good a exercise to help training the eye to search for certain elements while drawing.

These elements could range from looking for unity, basic volumes, sizes, to developing an aesthetic sense by watching shapes and proportions that are repeated once and once again on different pieces.

These 4 things above are not by any means rules, nor I use them always since they could vary with style and intention, but are common considerations I look by eye to make the subject more pleasing.
