I think this episode intends to point to the tragedy of becoming a demon. Rui wasn't an evil child, he was turned evil the moment he became a demon, as pretty much every demon does. Their human selves are suppressed. The main reason Tamayo is tame is that she learned to modify her body to survive on very little human blood. If that wasn't the case, she would rampage just like every other demon. And that's why Tanjiro sympathizes with them. He understands that many of these demons were turned into something that goes against their human nature. And that at some level, they are suffering for being the way that they are. This doesn't excuse their actions, but it does explain them. Becoming a demon is usually a loss of one's humanity. Nezuko is special, but if Tanjiro had been unable to stop her from eating a person when she turned, she also would have completely lost herself.
