Dex would never kill Deb. I think Vogel is genuinely shocked at Dexter's emotional attachment to Deb. I reckon Dex is not fully innately psychopathic, he still has some activity in the emotional centres, perhaps stimulated by his long term commitment to acting normal to blend in combined with Harry's moral lessons and moral framework he taught as a Dad. There's always the possibility that it was his shipping yard trauma that caused his serial killer tendencies because his brother was one too and the chances of both him and his brother being born psychopaths is slim as they're not that common.

The Cannibal gave me some real Hannibal Lector vibes. But as far as "fixing" someone I feel there's no Changing Dexter from what he is but Deb might be worth saving.
