I don't think Harry disabled him. Dex was already exhibiting a lot of anti-social sociopathic traits. Harry taught Dex to fake it til you make it. Like when the girl asked him out and he pushed her away Harry told him that dating interactions are an important part of life and he went to the prom. When Dex was frowning during a family photo Harry told him to smile and put on a front. Harry inside Dex's head said he was proud of Dex for having a relationship and a 'normal' life, so I like to think that's what Harry would genuinely think. Remember Dex was killing animals and exhibiting psychopathic tendencies and Harry improvised and did the best he could to channel what he thought he couldn't change. And remember Harry was a longtime cop so he's seen a lot of psycho youths end up as murderers killing innocent people so he's bound to think there's no hope of 'rehabilitation' for their kind.

honestly it's evne more messed up to be hainging out with Arthur, cause he killed Dexter's sister's lover :/
