I too have mixed feelings about Commander Lawrence. I completely understand that he is part of the leadership that created and sustains the systematic violence of Gilead. But I also think he underestimated just how bad things would be, and feels like he's in too deep to fix it, so he does what little he can do. For instance, helping Emily get out and not subjecting his handmaids to ritualistic rape. In a normal world such actions would be the bare minimum, but with how bad things are in Gilead it is easy to class him as 'one of the good ones' despite all the bad things he has done.

Also Serena basically set Fred up she knew they were going to be taken to Canada but she essentially handed him to the US/ Canadian Governments on a silver platter so she would be able to see Nicole.
