The bad guy in this movie is called the Penguin, not the Pigeon lol. This movie was good back in the day but its not aged well, especially in comparison to more modern movies of Batman. Catwoman can be called either a villain or anti-hero. She's a known cat burglar who likes to steal things but also can do the right thing. But you never when she's being a villain or anti-hero.
