The changes to Lucy are due to the upgrade from PS3 to PS4, and probably the game engine getting updated or changed out too. As far as the makeup, well, its no secret now that misogyny runs rampant at Ubisoft and people on top believe that female protagonists can't sell games and prominent female characters should be as sexy as possible.

I haven’t played Assassin’s Creed yet, but I have his character (he’s a guest) in the mobile game AFK Arena. I believe he has the same VA as Deidara (blonde-haired clay guy) from Naruto.
