I should also probably mention that the creator of the Cyberpunk tabletop RPG created cyberpsychosis as a game mechanic. Essentially the more cyberware that you install the more at risk you put yourself of cyberpsychosis. Anyone can be a cyberpsycho if they don't moderate their augmentations, and it's been said that the more capable of empathy that a person is the higher chance that they succumb to cyberpsychosis.

So the setting of Cyberpunk is basically capitalism and corruption ramped up not to to 11, but more like 20. There is a government, but it's corrupt... there are police, but they're also usually corrupt... gangs wage open warfare and there are entire groups of people who act as mercenaries for hire and fight proxy wars for powerful corporations. Technology has improved, but society has gone downhill in a big way - high tech, low society. Augmentations are extremely common, especially among wealthier people in society, but even poor people tend to have at least basic levels of augments. Some augmentations would be considered illegal - David mentioned the Sandevistan is a military-grade augment and would be illegal, but legality is merely formality in this society and the only reason it would be "illegal" is because it's a military model. Welcome to a world where corporations hold more power than governments, laws are simply suggestions, and the strongest weapon of all is being the person with the biggest pile of cash.
