I think it would be important to note that the "OS" older systems ran (like the PS2) is referred to as the BIOS rather than the OS. Similarly to PC BIOSes they have limited functionality in which they can manage parts of the system, then the OS would be loaded on the disc/cart and knows how to communicate with the BIOS and hardware. These BIOSes are sometimes visible like the ones on the PS2, and sometimes you might not even think twice that they actually are considered as such. For example, the GBA's shimmer is a BIOS that's capable of download play through the EXT port.
