While I do think Jimmy is somewhat of a sociopath, him not reacting to the letter is probably because he knows everything written in it is just pure bullshit. Chuck told him what he really thinks of him the last time they spoke.

I completely disagree. Chucks final words to jimmy was all self hate. Its why he completely reverted back to his previous self and destroyed his home. Whenever he hurts Jimmy he punishes himself as well.
