This is the exact episode where the show hooked me. This is the point where the various storylines really start coming together and you can start really getting what's happening. Everyone gets a little thrown by Julie being dead. Can't wait for more going forward, you're in for a fucking ride.

I kinda felt the way you did when it comes to Miller and his feelings for Julie on my first viewing too. After many rewatches and thought it makes a lot more sense to me though. Miller has basically been living and aimless, purposeless life. He is clearly a man who feels deeply about things going on around him and has the desire to do something important with his life, but he's been supressing that for a very long time. Julie is something onto which he can attach meaning, he doesn't really love her, he loves what she represents to him. He is basically using her to find purpose in his life, but because of that it comes across as kinda obsessive and a bit creepy.
