Ling gets serious!! That intermission card of Winry really broke my heart... I know there are some people who don't find it justifiable what Scar did to Winry's parents, but I can't really blame the guy for what happened in that moment. Waking up to find out your family was dead and your older brother's right arm attached to you? The guy literally went insane in that moment. Not only that, but he was so out of it (the whole scene blurring in and out showed what his state of mind was like at that moment), and just seeing the blue eyes of the Amestrians triggered him. His cries of anguish afterwards at seeing his homeland destroyed was just heartbreaking. Also, Ed and Scar's older brother sacrificed their right arms for their young brothers!! This episode was 11/10 for me! Definitely one of my favorite episodes of the entire show.

Nah, the state alchemist in the flashback isn't Ling. We've actually seen him in present day. He's the guy in prison that we saw in episode 1 and a few other episodes I believe.
