The victims that vecna kills are people who are suffering trauma in their lives. Chrissy was dealing with bulimia and being fat shamed by her mother. Fred was dealing with guilt from causing a car accident that killed someone. The scene where Fred is in the woods standing next to a coffin with the grandfather clock on top was supposed to symbolize the funeral of the guy he killed. All the ppl that were standing behind him calling him a murderer is supposed to be the family members who are mourning the loss of the kid from the car accident. When Fred falls into that grave before vecna kills him, that skeleton he falls next to is supposed to be of the kid he killed. Hope this helps you understand more behind how vecna chooses his victims.
