The Rasengan is an S Rank jutsu. It was already extremely powerful. People do devalue it because Naruto learned how to use it when he was a kid but it is extremely overpowered.

The Rasengan itself is only an A Rank Jutsu. However when Naturo adds his wind nature into the Rasengan, he created the S Rank Rasenshuriken.

It was an A rank jutsu because it was still incomplete even though it was very powerful in its versitility, it only became an S rank or forbidden jutsu with the rasenshuriken
