Like others had said this arc was inspired by real event, where kamotaro itou was depicted from combination of serizawa kamo and itou kashitaro from shinsengumi. The iron code (kyokuchu hatto) of shinsengumi is very popular in any shinsengumi's fiction. It's always said that shinsengumi are a bunch of rowdy people (not from samurai class family) that assumed themselves as a samurai by conducting and following these set of kyokuchu hatto.
