It's a skimpy version of Norael's usual outfit, which she'll wear during hot weather or when exploring hotter regions such as deserts. Most of the time you won't see what's underneath the cape but a gust of wind or her simply raising her arms might change that.

Nor hails from a rather cold region, so even though she's a dragon she has to find a way to deal with the heat like everyone else. Though her tolerance for it is way higher.
