Lala has a different definition of "safe" than most Earth people. It's "safe" to her as long as any injuries/transformations can be healed/repaired.

To-Love-Ru exists for fanservice. The author wanted to some up with in-universe excuses to shove as much fanservice as he could into one series. By Darkness, it's actually bordering on ridiculous.
