All of the images in the attachments are 72 dpi.

If you print out an image in 72 dpi and you can't get the same quality as a 300 dpi image (which is the entire point of the page I linked you) then clearly the 72 dpi image is not of the same quality as the 300 dpi image. Thus one can logically conclude that upscaling a 72 dpi image to 300 dpi does not improve the images quality.
