This is actually a good question, and the answer depends on format. For Standard, Powerful But Broken is probably healthier. For Block and Eternal formats, Weak But Balanced is probably healthier. Maybe it would be a good idea for cards to be printed with (Or implied to have) unique mechanics that only function during Block or Standard, allowing for cards to be more powerful in Standard, more interesting and interactive in Block, and less broken in Eternal. For example, you might say "While Core Set 2022 is in Block or Standard, in those formats, Green spells can't be countered unless the counterer pays 2 extra, when you cast a Blue spell, you can pay 2 extra to draw a card, when you cast a Red spell, you can pay 2 extra to deal 1 damage to each opponent, you may pay 2 life to make a Black spell costs 1 less, and you may have each opponent gain 2 life to make a White spell costs 1 less. Effects can't prevent or replace this life gain." Or maybe you make these effects specific to mono-colored cards. Etc. But since those effects are tied to the format and not the cards, the cards can be printed in such a way that they don't break or constantly invalidate existing eternal metagames.
