For the question why the sniper didn't take the shot: wind, temperature, distance and bullet drop plus a moving target (even if it's slow) are huge variables that affect whether or not the shot is successful. It's one of those things that might look easy but it's super difficult in practice.

Violet is originally from that country(the one having a civil war) that is the country she was made to fight for first. She was taken as a prisoner of war by Major Gilbert’s brother (probably from some battle they won) and he gave her to Gilbert. She then started fighting for the country that Gilbert is with and they ended up winning the war. The guy from the civil war country recognized her because he was probably in the battlefield against her, with her or maybe he heard stories about this child fucking up the army.
