It's crazy how the modern audience is expected to feel awkward about Meruem's antics, but his noble personality is meant to be an exaggerated representation of how East Asian emperors should act. There were unrealistic expectations placed upon regular privileged humans lol. You actually see this trope a lot in period dramas from China, Korea and Japan.
