Think there's been a bit of confusion, all the "psychics" that were meeting the prisoner are probably frauds and faking it till they make it. The detectives know this and stated it in the show. They also say the serial killer is the only one who probably has the ability to sense parasites (Like kana did, but stronger). The woman who called him a parasite only said it because she was (rightfully) disturbed by what he was doing, so calling him a parasite was the same act as calling someone a witch back in salem. Detectives set the whole thing up not to see if the criminal was a parasite, (if he was, he could've killed everyone in the facility or never been captured in the first place), but to see if any of the "frauds" or Shinichi had any genuine ability.

Tamura shows that Parasytes are capable of developing empathy, of feeling love, surprising the fuck out of Migi, and it is Tamura's intellectual curiosity that ironically led her to discover her "heart" and to help Shinichi rediscover his "humanity" by finally grieving. Like we saw the whole series, Shinichi avoided talking about his mom's death, he became cold, detached, his emotions buried until he couldn't control them in bouts of panic almost. And Murano just did not want to give up waiting for the original Shinichi to make his way back, but she didn't know what he had gone through. I actually watched the show after my mother's death, and the scene does feel cathartic. The first reactor I ever followed, that got me into reactions, was JunkPutty. and after his mom's passing he also came back to re-react to this episode, and I was surprised others felt the same about how the scene hits emotionally on a personal level even.
