Neglect is a form of child abuse, even if the intentions were "good". He even acknowledges that he messed up himself in the show. He is trying to improve, but that doesn't erase his past mistakes - Dani

Threat > Fear > Perspective diminish > Anxiety rise > Fight/Flight/Freeze It's like drinking an ice coffee as opposed to a piping hot one. With the cold, it's easy. As effortless as an athlete or artist in the zone and performing their craft, you don't think twice about reaching for it. However, the scalding one causes us to hyper focus on our hands and lips because of what moving it too carelessly will mean. Perceived emotional / physical distress reorients attention inward, narrows visual and mental perspective, and causes more focus on "self", rather than "other" for the sake of survival, even abstracted out to a societal level. The "Fight", or anger, triggered by the sympathetic nervous system, is actually a physiological reaction to take back control. Therefore, an anger person is, to some extent, fearful. Ironically, the aggressive person might shout "you you you", but really the focus is truly on "me". -"Shut up! Why are you yelling at me?!" (Though it's very important to note not every "me" is angry of course)

What Uraraka was saying, at least what I understood from that scene, is that Uraraka was staring out to the destroyed city to not forget what they have done. Basically what she was trying to say is that thinking about Toga is making her start to see her as a human being and not a villain, she wanted to see the destroyed city to get that angry feeling back so she doesn’t feel bad for toga BUT Deku came in and got her out of that mentality without even realizing it. Deku mentions he also saw Shigaraki as a crying child and that he wants to basically save him if possible and not have to kill during their fight, that’s when Uraraka’s face changed to like shock and probably realized that she should do the same. She probably now will want to save Toga and try to speak with her on TOGAS pov of the world because last time Uraraka just kept saying things that made sense from Uraraka’s pov without trying to let Toga speak or try to understand Toga because she was filled with rage and anger. Now she will try to actually understand Toga because she realized her mistake.
