The thing with bad delivery nurses happened to the Kennedys too - they didn’t let her push until the doctor got there, so Rosemary Kennedy was born with brain injuries from oxygen deprivation, which led to developmental issues, which later led to her forced lobotomy. Yikes!

From what I've read and seen about Rosemary Kennedy it is actually kind of questionable what we as a modern society would deem her medical issues to be if born today. It seems very likely she maybe would be diagnosed with a learning disorder like dyslexia, and likely an executive function issue like ADHD (with maybe possibly a somewhat related issue like a mood disorder or a more minor personality disorder/temper issue). That's not really all that much compared to the claims made by Joe Kennedy (who very likely loved Hitler more than his own child...for a good period of time at least) in that these claims often described her as being completely unable to care for herself or behave properly in society. The latter is really the important part as Rosemary was reportedly becoming very popular with her male peers and was looking to seek an independent path for herself, and as she was a daughter in an old catholic upper society family, with most importantly a total control freak psycho like Joe as a father; well the more likely but much more horrifying scenario is that Joe ordered the ice pick routine to keep her in line with the "feminine ideals" of the time. A truly disgusting and completely unnecessary action that is completely in line with the man's character as a ruthless patriarch forever looking to vicariously live through his children...god forbid that they ever dreamed to cross him, criticize his choices for them, or do anything but increase the family prestige.
