The thing with Bill's mum is she never knew her mum, her mum exists in her head as established in the 1st episode. It wasnt until The Doctor took the pictures in the past and gave them to Bill that she finally knew what she looked like.

I get that part of it, but it was odd to bring it up in this episode the way they did where she yelled at her mom to answer her even though her mom hadn't been mentioned in the episode up to that point. When she just screamed, "Mom," as she thought she was dying, that makes a certain amount of sense, but not the, "He didn't tell me a joke. Is that a good thing or a bad thing? Mom, answer me," part. Like, why would she expect her mom to answer her or even say something like that? Unless it serves a larger purpose, it's an odd bit of dialogue.

I don't know if this necessarily applies for that scene Bill's mum in this episode, but Stephen Moffat's mum died while he was writing this season. He already had planned that Bill wouldn't know her mother other than the stories inside her head, but he has said in an interview that it really impacted the way he wrote season 10. I'm sure that must have come into play when writing a scene with the companion dealing with her own mortality.
