The former head of Torchwood (in the episodes where 10 eventually lost Rose) who was converted into a cyberman managed to fight back a bit. (You might recall her repeatedly saying "I did my duty") A strong will/emotions can break control, which is why the Doctor deliberately made them feel again in the past to break that control.

I totally agree with your feelings on this episode. I really enjoy it, I love seeing Craig again, The Doctor flirting with men is always fun lol and it is a fun and uplifting episode. But I feel like it's in the wrong place in the season. It's like a usual mid-season filler episode that they've put just before the finale and spinkled a few bits in to keep it relevant like The Doctor picking up the blue envelopes and the Stetson. But overall it just doesn't fit into the season well and the last two minutes with River feel like a totally different episode. This is one of the big issues I have with this season, nothing fits together. A Good Man Goes To War and Let's Kill Hitler are both massive and epic season finale level episodes that happen mid-season, then the filler episodes all seem to be in the wrong places and the actual season finale feels like a bit of a let down. Now this is just my opinion of course and others might disagree which is totally ok, but I just think this season is a bit of a mess. 🙈
