To answer the question why Luca told Peyton, it could be that they did spend the entire summer together and rebuild their friendship! Hailey was gone and brooke left for the summer as well as Nathan for basketball so him and Peyton spent quit some time together and were all they had during the summer which open the door for them to get back to where they were by being comfortable to with each other and share things. I don’t know if you remember back in season 2 when Peyton was going through the jake situation and Lucas at one point tried to be there for her and she ask him when was the last time we ever talked about real stuff etc…so the summer was a way for them to get back to being friends again.

Why didn't Lucas tell Brooke? That's a good question. He tends to leave her in the dark about things. Dan, his heart condition... I think telling her these things, as opposed to Peyton (especially considering their relationship is the root of her issues with him) for instance, would go along way into gaining the trust she needs from him. Like Nathan needs Haley to prove herself so he can trust her again, Brooke needs the same from Lucas. Naley and Brucas are definitely mirroring each other. Basically,Haley and Lucas just need to put in the work and Nathan and Brooke need to be open to it. One note about Naley/Haley. I don't necessarily think Haley is naive, she's really grown in the last year, I think it's more to do with how differently they react to things and them still not really knowing/getting to know, the other person (they haven't been together all that long). Nathan painting her picture, breaking her keyboard and burning the wedding wall was all a surprise to her. His anger runs deep and he holds on to it. She is the opposite. Speaking of opposites I love Haley and Brooke. I really enjoy seeing them become friends. They are complete opposites but they work.

I totally agree going foward regarding Lucas and his toxicity but in this moment I truly think he open up to Peyton because he knew that they would be spending the entire summer together and he needed someone to get it off his chest too. If Hailey was around around I think he most definitely would’ve told her. I don’t think it had much to do with leaving Brooke in the dark purposely even though he does tend to do that. I think at the moment it was all about who was around and it was Peyton. if that makes sense. Also I think it’s because she open up to him about her mom situation and he heard the sirens and felt he could tell her what he did
