When creating an NPC for a GUMSHOE game - like Esoterrorists , Trail of Cthulhu , or Night's Black Agents - instead of giving them ability ratings (e.g., Infiltration 10, Scuffling 8, Shooting 6), instead give them an ability modifier: You could also use -1 or -2 modifier to indicate incompetence.
