Most soul reapers are weak due there really being no threat to the soul society since Yhwach 1000 years ago. Most of them haved been trained to fight low level hollows and have not experienced real battle. Except for the captain class shinigami this is the first battle for all of them. They weren't trained for the brutality of war while the enemy has had 1000 years to train for this moment.
