Nah she didn't make it up, she just created that book for Betty and Roswaal she's a genius and plans like crazy. She just did an experiment basically to satisfy her curiosity to see what would happen who she would choose to be "that person" or if she would choose. Seriously such a great episode although I don't understand why Subaru didn't either say "I am that person" since he ended up making a deal with her anyway. Or at LEAST tell her "Echidna didn't have a person in mind, she wanted to see who you would choose". Then she would know what her last 400 years were for, and then she'd know that picking someone was part of the contract instead of just picking Subaru and going forward. I guess to free her but still that knowledge would have been nice.

Subaru didn't say he was "that person" because he wanted Beatrice to break free from Echidna's influence. Why he didn't explain that there's no "that person" however, I don't know.
