Ironically, I think Floch might have had the greatest impact on Levi choosing Armin. Eren and Mikasa were defending Armin's merits, but Levi respected Erwin's more. Floch saying they needed a demon to lead them and death was too sweet of a release for Erwin backfired. Levi wanted to let Erwin rest in peace after all he had to sacrifice already. The flashbacks show that their dreams played a role, too. Armin still had dreams for the future, like seeing the sea. Erwin wanted to see the basement and didn't know what he would do after. He might not have had the drive to keep going after finally learning the truth he longed for. Perfect Game, Hero and Midnight Sun are peak storytelling. Farewell, commander Erwin.
